General Manager

Pablo Coca holds a degree in Chemical Engineering from the University of Oviedo (2000). He has a postgraduate degree in Project Management (2008) and specific training in Strategic Innovation from ESADE (2020).

With more than 23 years of experience in business environments of innovation management and R&D project management, he has developed his activity in various sectors such as steel, aeronautics, metal-mechanics, energy and ICT.

In 2014 he joined CTIC Foundation, a Technology Centre specialised in data technologies and Artificial Intelligence, as Director of the Business Development Division.

Since 2024 he is the General Manager of the Centre.

Marta Tamargo

With an outstanding background in Economics, specialising in Accounting and Account Auditing, completed with an Executive Master's Degree in Business Management and Administration from the University of Oviedo, Marta Tamargo began her professional career in 1991. Her career began in the field of financial auditing and business consultancy at the Asturian firm Velasco y Pedregal Auditores and in 1994 she took up the position of Administrative, Financial and HR Director of the Official Chamber of Commerce, Industry and Navigation of Oviedo. Her professional journey led her in 2004 to a leading position in CTIC Centro Tecnológico as Director of Administration, Accounting and People, subsequently taking on the General Services, Systems and DevOps Areas, which make up the Corporate Development Division of CTIC.

Since 2005, she has been Secretary of the Board of Trustees and the Executive Committee, broadening her experience in corporate governance and management of non-profit organisations.

She has participated in numerous projects and initiatives for the definition of corporate strategies, the implementation of R&D&I projects at national and international level and the formation of national and international consortia and foundations. Her career reflects the profile of a professional with a deep commitment to excellence in the management of "companies with purpose", with a natural interest in the analysis and management of knowledge-based organisations and with "people at the centre".

Currently, since January 2024, she is the Deputy CEO of CTIC.

Professionally linked to Hidroeléctrica del Cantábrico, S.A. since the beginning of his professional career in 1972, when he joined the Gas Department. He designed and coordinated the Master Plan for the relaunch of the piped gas distribution business, which included the elimination of the city gas production plants and the transformation of the natural gas distribution networks, a process which culminated in the creation of Gas de Asturias, S.A., which he joined as Technical and Planning Director.

In 1992 he joined the company Aguas y Servicios de Asturias, S.A. as Managing Director, and in 1994 he began studies of opportunities for positioning in the telecommunications sector, as part of the diversification policy of Hidroeléctrica del Cantábrico. These studies led to the incorporation of Sociedad Promotora de las Telecomunicaciones en Asturias, S.A., in December 1994, and TeleCable de Oviedo, S.A., TeleCable de Gijón, S.A., and TeleCable de Avilés, S.A., in March 1995.

Appointed General Manager of Sociedad Promotora de la Telecomunicaciones en Asturias from its foundation in 1994, he became its Chairman in May 1997.

After the merger in 2002 of the three TeleCable companies into Telecable de Asturias, S.A.U., he was appointed Sole Administrator of this company and became its Chairman in 2007.

He took part in the incorporation process of RETECAL, a company of which he was a director, as well as TELEVISIÓN CASTILLA Y LEÓN S.A.

In 2009, he stepped down as Chairman of Sociedad Promotora de las Telecomunicaciones en Asturias, S.A., and TeleCable de Asturias, S.A.U., and was appointed Honorary Chairman.

He continues to be linked to the TeleCable project, carrying out advisory tasks and representing the company in different forums and organisations.

Vinton Cerf

TCP/IP protocol developer, Prince of Asturias Award for Scientific and Technical Research 2002

Vinton Gray Cerf, estadouidense, considerado uno de los "padres" de Internet. Nacio en Connecticut, Estados Unidos en 1943. Se graduó en matemáticas y ciencias de la computación en la Universidad de Stanford. Se doctoró posteriormente en la Universidad de California (UCLA).

Las investigaciones, lideradas por Vinton Cerf llevaron al diseño del conjunto de protocolos que hoy son conocidos como TCP/IP  (Transmission Control Protocol/Internet Protocol), que fue presentado por Vinton Cerf y Robert Kahn en 1972.

Actualmente Vinton Cerf es el vicepresidente mundial y Chief Internet Evangelist de Google. Es miembro del Consejo Asesor Internacional del Centro Cultural Internacional Oscar Niemeyer de Avilés, Asturias.

Ray Tomlinson

Inventor of electronic mail, Prince of Asturias Award for Scientific and Technical Research 2009

Nació en Amsterdam, Nueva York, el 2 de Octubre de 1941, falleció el 5 de Marzo de 2016.

Al inicio de la década de los 70, desarrolló y adaptó un programa denominado SNDMSG, que permitía enviar mensajes entre diferentes usuarios. Este software supuso el nacimiento del correo electrónico. En esta misma época, al propio Ray Tomlinson, se le ocurrió utilizar la @ como símbolo separador entre el nombre del usuario y el del servidor, de tal forma que fuera un símbolo que estuviera presente en todos los ordenadores y que no formara parte de nombres propios o de la dirección de un servidor. Su primera dirección de correo electrónico fue tomlinson@bbn-tenexa.

En el año 2000 recibió el George R. Stibitz Computer Pioneer Award, del Museo Americano del Ordenador. En 2001 le fue otorgado un premio Webby de la Academia Internacional de las Artes Digitales y las Ciencias. En 2002 la publicación Discover Magazine le confirió su Premio de la Innovación. En 2004 compartió con Dave Crocker el Institute of Electrical and Electronics Engineers Internet Award (EE.UU.).

En el año 2009 Tomlinson logró el Premio Principe de Asturias a la investigación científica y técnica junto a Martin Cooper por sus aportaciones al desarrollo del correo electrónico y la telefonía móvil respectivamente.

Pablo Priesca Balbín

First General Director of CTIC

Pablo Priesca, the first General Director of CTIC, a position he has held for 20 years, has more than 30 years of experience in the technology sector. He combines a solid background in psychology, leadership and HR with a deep experience in the development of the Internet and Information and Communication Technologies.

Since the 1990s, he has excelled in the design and leadership of pioneering European projects in the information society and territorial development, establishing himself as a benchmark in digital transformation.
From 1997 to 2002, he led the New Technologies Training Centre in Avilés, from where he promoted innovative projects in the information society. In 2002, he joined FICYT (Foundation for Innovation, Science and Technology) to launch CTIC and played a fundamental role in the creation of the Spanish W3C Office, which was integrated into CTIC and which, today, has become the W3C office for Spain and Spanish-speaking American countries.

In addition to his work as a strategist and advisor on innovation and technological development, he has contributed to the scientific and technological community as a member of prestigious committees and councils, including AENOR and the Asturian Council for Science, Technology and Innovation.

Priesca's participation in the drafting of strategic plans and his co-authorship of works and articles on digital economy and competitiveness underline his commitment to the advancement of knowledge and innovation.
As Director General of CTIC for two decades, he collaborated in the design of strategies that have defined the technological future of Asturias and promoted the creation of the ICT Cluster.

Pablo Priesca stands out not only for his professional achievements and his influence in the technological field, but also for his dedication to fostering an environment of innovation and technological education for future generations.

Martin Cooper

Inventor of the mobile phone, Prince of Asturias Award for Scientific and Technical Research 2009

Un 3 de Abril, de hace 43 años, Martin Cooper, patrono de Honor de CTIC Centro tecnológico, efectuaba la primera llamada a través de un teléfono móvil. Por ello, hoy, se celebra en todo el mundo el día internacional del teléfono móvil.

El entonces ingeniero de Motorola llamó al que por entonces era su principal competidor, Joel Engel, y le informó sobre las principales características del terminal desde el que estaba llamando. “Probablemente fue una de las cosas más peligrosas que he hecho en mi vida: cruzar la 5ª Avenida mientras hablaba por teléfono”, cuenta Cooper. El dispositivo desde el que hablaba pesaba poco más de 1 kilo, medía 23 centímetros de largo, su batería apenas duraba 30 minutos y tardaba 10 horas en cargarse. Todo ello por el módico precio de 8.000 euros. (Extraído del periódico La Vanguardia).

El año 2009, el señor Cooper, junto con el recientemente fallecido Ray Tomlinson, con motivo de su viaje a Asturias para recoger el Premio Principe de Asturias de Investigación Científica y Técnica, visitaron las instalaciones de CTIC, firmando en el libro de honor y convirtiéndose así en Patronos de Honor del Centro.
