CTIC works with administrations and organizations, helping them get the best performance from their data, in a field regulated in the European Union by Directive (EU) 2019/1024 on open data and the re-use of public sector information, and in Spain by Law 37/2007 on the re-use of public sector information and Law 19/2013 on transparency, access to public information, and good governance. CTIC specializes in opening up reusable public data and in transparency.

The regulatory framework for data openness and transparency combines, at the European level, Directive (EU) 2019/1024, which updates and recasts the previous rules on the re-use of public sector information, and, at the national level, Law 37/2007 on the re-use of public sector information and Law 19/2013 on transparency, access to public information, and good governance, which requires that information subject to transparency obligations be published in a clear, structured way and in reusable formats, in accordance with the National Interoperability Framework and its associated technical standards, including the one on the reuse of information resources. In this regulatory context, CTIC advises governments and public administrations on the design and implementation of their open government strategies.

The areas around which CTIC's work in this field is structured are:

  • Advisory services for governments and public administrations: definition and implementation of open government strategies, with projects such as the EPSI Platform of the European Commission's Directorate-General for Communications Networks, Content and Technology (DG Connect), Open Data BCN of the Ayuntamiento de Barcelona, the Portal de Datos Abiertos de Gijón of the Ayuntamiento de Gijón, and TuRuta of the Ayuntamiento de Zaragoza.
  • Development of observatories and data infrastructures: development of the Global Internet Policy Observatory (GIPO) and collaboration with RED.es on the design and development of the Catálogo Nacional de Datos Abiertos.
  • Leadership in international standardization: CTIC coordinated the e-Government initiative within the W3C International Consortium.
  • In-house product: development of PeTRAS, CTIC's own platform for data openness and transparency.
