LLAR is the precursor project of the Territorial Innovation Centre (CIT) of Asturias, whose objective is the implementation of innovative initiatives, through projects with a high territorial impact, based on the active participation of the local community and public-private collaboration frameworks, which favour the creation of innovation ecosystems through Territorial Intelligence.
LLAR aims to conceptualise the Asturias CIT, defining the strategic framework within which its activity will subsequently be developed, along with the diagnosis of the territory, for which interviews will be conducted with representatives of local administrations and territorial agents in the different areas of Asturias. This diagnosis will make it possible to identify priorities for strategic intervention in relation to the demographic challenge, to identify and inventory projects in progress, to find out about calls for funding to which we are applying, and to identify the needs for technological development, among others.
This preliminary project also includes initiating the processes of territorial innovation dynamisation, selecting three territories in which the first experiences of territorial innovation dynamisation will be developed, identifying the challenge to be addressed, the agents involved, the focus of the proposed solution and the applicable funding. To this end, social participation dynamics associated with the design of the territorial project will be carried out, generating the framework for initiating a dialogue with the different agents, bringing positions closer together through active listening and the animation of the local community. The aim is to generate a change of mentality and seek the active involvement of all stakeholders.
This project is developed as part of a public-private partnership agreement involving the Government of the Principality, the Asturian Network for Rural Development of Asturias (READER) and the technology centre CTIC.
